Going through the archives and kind of sad I wasn’t able to tape more, but this was from a channel surfing daze probably around September of 1993
The sitcom was called “Mad City” and it was sort of a 90s mash up of Night Court and Ally McBeal. The naked girl’s character was the daughter of the city’s mayor – the running joke was that she kept picking up “lewd in public” charges and her dad had to call in favors to get her off.
The public access show was called “Naked Intelligence”and it was hosted by Hailey Holmes, who did in fact have a PhD and was actually a community college instructor during the day. The fact that so many students had the opportunity to see her naked and then watch her teach will always be hot to me.
I’ve tried to ID the black and white film but I’ve never had any luck. Someone suggested it was a remake of a silent film called “Boardwalk Blues,” but I’ve never been able to confirm that.
If anyone can ID the other clips I’d be grateful.
I’ll keep transferring VHS tapes over to see what else I can dig up
